Presentation
Constanta VTS centre is a modern, complete integrated system of management
of maritime traffic that assures acquisition, processing, management, saving,
consulting and presentation of the system data and at peripheral sensors.
Constanta VTS belongs to Maritime Co-ordination Centre under the supervision
of Romanian Naval Authority.
Service is available 24 hrs.per day/month/year continuously, VTS operators
working in shifts in order to rotate the operators for regular breaks.
The main tasks of Constanta VTS are: monitoring, surveillance and co-ordination
of the maritime traffic management in order to improve the safety and efficiency
of maritime traffic and to protect the environment in the VTS area.
Constanta VTS Zone contains the maritime zone limited by a sector circle of
12 nautical miles, with the centre at Lat. 44°10'.2N, Long.028°39'.6

VTS Personnel use in communications English language based on the Standard
Marine Communication Phrases (IMO –SMCP) and/or Romanian language as
the case it may be.

2. Operability and Functionality
All ships, irrespective of their flag and size, navigating in Constanta VTS
zone shall to comply with it rules.
The working channel used by Constanta VTS is Ch 67 on VHF.
2.1 Services and facilities
Constanta VTS may provide the following services and facilities:
2.1.1 Information Services
Provide information when deemed necessary by the VTS or at the request of
a vessel. This information can include the following:
- Position, intention and destination of vessels.
- Traffic movement.
- Weather conditions.
- Anchorages area and facilities in the outer and inner road.
- Navigation restrictions/obstructions.
- Any other relevant information needed by vessels.
2.1.2 Navigational Assistance Service
Provide at request or at any time it is needed, assistance to the vessels
and monitoring its effects in case of:
- High traffic density.
- Poor visibility or bad weather.
- Potential danger, etc.
2.1.3 Traffic Organization Service
Control traffic flow by information, warning, advice or instruction in order
to prevent potential dangerous situations, navigation incidents and accidents.
Information obtained or supplied by VTS operators should be used by the master
of the vessel concerned for optimising safe navigation.
VTS operations do not relieve the master of his responsibility for the safe
navigation of his ship.
Responsibility as to safe navigation always remains with the traffic participant.
2.2 Rules and Regulations
All ships, irrespective of their flag and size navigating in Constanta VTS
zone, shall:
2.2.1 - to report to Constanta VTS on Ch 67 VHF when entering
the TSS;
2.2.2 - to report to Constanta VTS on Ch 67 VHF when enter/leave
in/from VTS area;
2.2.3 - to report to Constanta VTS on Ch 67 VHF any movement
and/or changing of anchorage position in/from anchorage areas;
2.2.4 - to maintain a continuous listening watch on VHF Ch
67;
2.2.5 - to use the traffic separation scheme when port of
destination is Constanta;
2.2.6 - to keep the anchorage area as it was indicated by
the VTS operators;
2.2.7 - to comply with national legislations related to navigation
in national waters, entering, stationary, operating and leaving in/from the
port;
2.2.8 – to comply with the provisions of the International
Regulation for preventing Collision at Sea - COLREG and IALA buoyage system
signification;

2.3 Reporting of incidents and accidents
The master of a ship sailing within national waters, search and rescue region
or exclusive economic zone, shall to report immediately to Constanta VTS on
Ch.67 VHF as follows:
2.3.1 - any incident or accident which affecting the safety
of the ship, such as collision, running aground, damage, malfunction or breakdown,
flooding or shifting of cargo, any defects in the hull or structural failure;
2.3.2 - any incident or accident which compromises shipping
safety, such as failures likely to affect the ship's maneuverability or seaworthiness,
or any defects affecting the propulsion system or steering gear, the electrical
generating system, navigation equipment or communications equipment;
2.3.3 - any situation liable to lead to pollution of the
national waters or shore, such as the discharge or threat of discharge of
polluting products into the sea;
2.3.4 - any slick of polluting materials, parcels, packages
or any other goods drifting on sea;
2.3.5 - any situation susceptible to lead to an incident
or navigation event;
2.3.6 - any other situation if it is deemed necessary.
3. Constanta port
The Constanta port is located on the West Black Sea Coast at 179 nautical
miles from Bosporus Strait and at 85 nautical miles from Sulina canal (through
which the Danube river flows into the Black Sea), connected through Danube
Sea Canal to the Rhine-Danube corridor and at the crossing trades routes which
link the East, Middle East, Far East and North Africa with Europe.
3.1 Approaching to Constanta port
Approaching to the port of Constanta should be performed on courses as it
is recommended by “Notice to Mariners”, the passage through the
traffic separation scheme for the vessels bounded to Constanta being compulsory.
a) The Traffic Separation Scheme has the following limits:
(1) 44º04'.75 N 028º43'.77 E
(2) 44º04'.44 N 028º43'.22 E
(3) 43º59'.40 N 028º48'.60 E
(4) 43º59'.70 N 028º49'.17 E, and
the limits of separation zone is marked by safe water buoy in position:
- North limit Lat. 44º04'.50 N; Long.028º43'.34 E, and
- South limit Lat. 43º59'.41 N; Long.028º48'.74 E.
b) Entrance direction into the port using TSS is NW (True course =
322º),
c) Exit navigation direction from the port using TSS is general direction
SE (True course = 142º),
- The length of TSS navigational channel is 6.4 Nm;
- The breadth of TSS navigational channel is 0.8 Nm;
- The width of the separation zone is 0.5 Nm.
3.2 Constanta anchorage area
The anchorage area of Constanta port has the dimensions of 4x4 nautical miles,
being limited to the North and South by the parallels: 44º10'.50 N and
44º06'.50 N and to the East and West by the meridians of 028º49'.50
E and 028º44'.00 E.
The meridians of 028º46'.50 E and 028º48'.20 E divide the port roasted
into 3 zones numbered from the West to the East:
- ZONE No.1 anchorage for vessels up to 40000 GRT (excepting tankers);
- ZONE No.2 anchorage for vessels over 40000 GRT (excepting tankers);
- ZONE No.3 anchorage for tankers, LPG carriers and vessels carrying dangerous
cargoes.
The roadstead has a depth of the water between 25 m and 30 m allowing a safe
anchorage for 40 – 50 large vessels.
The anchorage area and the Traffic Separation Scheme are monitored by Constanta
VTS.
3.3 The Entrance
Approach to the entrance of the port of Constanta should be performed navigating
on TSS and the entrance is placed in the Southern area, between the edges
of the North and South breakwaters.
The entrance has a 1,300 m breadth (width) and a depth of 21 m, the entrance
channel having a (width) breadth of 300 m and a depth of 19 m. The entrance
to the port is signalled according to the IALA Buoyage System and is marked
by the red light to the port side and the green light to the starboard side
and the vessels should proceed on 340 course for entering the basin of the
port.
3.4. Buoyage System
Along the Romanian coast, signalling is performed by buoys equipped with solar
batteries, remote control and radar reflector and the lighthouse has the characteristics
and the radius of visibility as they are specified in the “Notices to
Mariners”.

VESSEL TRAFFIC MANAGEMENT AND INFORMATION SYSTEM ON ROMANIAN DANUBE (RORIS)
Out of the whole navigable part of the river, the Romanian sector of the Danube has about 1075 km (44%), being a significant section of the European transport corridor VII. With the financial support of the European Union, through the Phare Project RO 2002/00 – 586.04.09, a VTMIS was implemented by the Romanian Naval Authority along the Romanian part of the Danube.
The VTMIS is an important instrument/asset of traffic management having as a main role/intended for/aimed to assist the Port Control officers to follow up the voyages of the main vessels on the Romanian part of the Danube River.
The global objectives of the Romanian Danube's RIS are:
The system manages in real time the information relative to the vessels and their voyages and provides this information also for external authorized customers. The Danube's RIS provides tactical and strategical traffic information, as well as concerning its management. It also offers information as regards the voyage planning, transport management, ports and terminals inter-modal managements, statistics, information regarding legal settlements and port fees.
The system is organized hierarchically on three levels, in accordance with the organizational structure of the Romanian Naval Authority:
The system meets the requirements of the European RIS platform, defined in the frame of INDRIS and COMPRIS research/demonstrator projects and the new Directive of the European Parliament and of the Council on harmonized River Information Services on inland waterways in the Community.
In each of these locations are foreseen, according to a technical specification, centers for the management of the vessels’ traffic and for information regarding the transport on the river. The system is based on the following modern technologies:
