MARITIME COORDINATION CENTRE
In
accordance with Government Ordinance no. 42/1997 on shipping and inland waterway,
with subsequent amendments, Romanian Naval Authority (RNA) is the specialty
central authority of Ministry of Transport, in the field of navigation safety
and ships security.
A continuous increase in the quality of our services, in accordance with the
requirements of national and international navigation, port operations and
marine environmental protection, in order to promote and apply the highest
standards on ships, crews and the safety of passengers, is the main objective
policy of the Romanian Naval Authority.
Since
April 2005, within the RNA was established Maritime
Coordination Centre (CMC) with two services (SAR - Pollution Service and
Vessel Traffic Service) to gather SAR activities, response in case of marine
pollution and the vessel monitoring traffic.
CMC has responsibility for organizing and coordinating SAR activities, prevention,
investigation and response to pollution and traffic-routing (VTS) as the designated
authority to meet national and international requirements in these areas and
abide by all agreements and international conventions to which Romania is
a party.
The
main tasks of the Marine Coordination Center are:
• Coordination of the search and rescue of human life at sea activities
in the Romania responsibility area;
• Coordination of the activities for the prevention, investigation and
response to pollution and any breach of the marine environment in the area
of responsibility of the CMC;
• Vessel Traffic Service.
Marine
Coordination Center has full responsibility for the search and rescue of human
life at sea and response to oil marine pollution or other polluting substances,
making the connection between Romania and other international organizations
involved in the work of search and rescue of lives human sea and combat marine
pollution, attending national and international activities in this field,
such as: working groups, seminars, conferences, training, organizing national
and also international cooperation and in actions in order to reach agreements
with national and international organizations involved in the SAR and pollution
response.
Marine Coordination Center is part of the Maritime Operations Division (FOD)
of Operative Command for Marine Antipollution (CODM), the National Plan of
preparedness, response and cooperation in case of marine pollution by oil,
providing a basis for maximum efficiency.
All
staff of Maritime Coordination Centre is qualified and trained by authorized
representatives of the International Maritime Organization and the Swedish
Maritime Authority, to act as coordinators of SAR missions and coordinators
of actions response for marine pollution.
The Maritime Coordination Centre personal responsible for coordinating activities
SAR and response to marine pollution knows all the equipment and means of
intervention using them, including their location and is able to coordinate
in a close collaboration with the other appropriate organizations from the
Black Sea region.
The training and the exercises are carried out at regular intervals of time,
in order to improve the efficiency of personnel and for maintaining a high
level of response.

Coast Radio Station - RADIONAV
Within the Romanian SRR
a GMDSS A1 area is established along the Romanian Coast.
GMDSS A2 area is in force outside of VHF coverage.
The Romanian SAR – service use the same VHF/MF equipment as the Coast
Radio Station- Radionav Constanta. The working channels on VHF are also used
by the SAR – service when needed.
