CONSTANTZA HARBOUR MASTER’S OFFICE

Constanta Harbour Master’s Office has been founded in 1878, along with the Romanian administration settled in Dobrogea. In the new conditions of Dobrogea’s reintegration into Romania, Harbour Master’s Office tasks have been established by the Regulation for Romanian Danube’s rivers, ports and shores police, published on 24th of March 1879. In compliance with this Regulation, the harbour master’s office had to survey the order, the arrival and departure of ships, the ships monitoring and pilotage on berth and for departure, the loading and unloading of cargoes and the compliance of the vessel and seafarers with the sanitary requirements.
From an organizational point of view, Constanta Harbour Master’s Office was subordinated to the Foreign Affairs Ministry and to the General Inspectorate of Navigation and Ports, in Galati. In 1908, Constanta Harbour Master’s Office, as well as all the port units, was subordinated to the Public Works Ministry.

Jurisdiction areas:

Territorial Operative Bodies

Main tasks:

• coordinates and surveys the shipment activities in its jurisdiction area;
• coordinates and surveys the safety of navigation in ports and on the navigable waterways;
• coordinates and leads the investigation in case of navigation events in its area of jurisdiction;
• coordinates and controls the activities of preventing, fighting and limiting the effects of water pollution by ships sailing within the area of jurisdiction of all Constantza’s Harbour Master’s Office territorial operative bodies;
• issues notice to seafarers in order to regulate the navigation.
• sanctioning the trespassing to the shipment regime.

Services provided to clients:

• operations regarding the ship registration;
• transcription, transmission or extinction of the real rights on ships;
• authorizes firms performing shipment activities;
• issues the safe manning certificate;
• coordinates and controls the arrivals/departures of ships;
• issues the authorizations for repairs, docking and launching of the ships;
• organizes the exams sessions regarding the certificates for pleasure craft skippers
