CONSTANTZA HARBOUR MASTER’S OFFICE
Constanta
Harbour Master’s Office has been founded in 1878, along with the Romanian
administration settled in Dobrogea. In the new conditions of Dobrogea’s
reintegration into Romania, Harbour Master’s Office tasks have been
established by the Regulation for Romanian Danube’s rivers, ports
and shores police, published on 24th of March 1879. In compliance with this
Regulation, the harbour master’s office had to survey the order, the
arrival and departure of ships, the ships monitoring and pilotage on berth
and for departure, the loading and unloading of cargoes and the compliance
of the vessel and seafarers with the sanitary requirements.
From an organizational point of view, Constanta Harbour Master’s Office
was subordinated to the Foreign Affairs Ministry and to the General Inspectorate
of Navigation and Ports, in Galati. In 1908, Constanta Harbour Master’s
Office, as well as all the port units, was subordinated to the Public Works
